Tasks of the Office for Human Resources Management include:

  1. implementation of the human resources policy;
  2. organisation of the employment process at the Ministry of Treasury, in particular:

    a) drawing up employment contracts and other documents related to the employment relationship;

    b) maintenance of personal files of employees;
  3. maintenance of human resources/salary database for the Ministry’s employees (Egeria) in the Integrated IT System (ZSI), maintenance of the social security software “ZUS Płatnik;”
  4. conducting matters pertaining to preliminary, periodical and control medical examinations (including eye examinations) of the Ministry’s employees;
  5. supervision of observance of labour discipline and work rules at the Ministry;
  6. supervision of observance of occupational health and safety regulations at the Ministry;
  7. maintenance of a database of job positions subject to description and evaluation as well as registration of changes and storage of relevant documentation;
  8. recruitment of candidates for the civil service corps and organisation of competitions in accordance with valid laws;
  9. organisation of preparatory service;
  10. coordination of matters pertaining to periodical assessment of employees, including the Ministry’s temporary civil servants;
  11. job allocation and supervision of employment limits at the office of the Ministry and its organisational units;
  12. planning and controlling of the salary level, administration of the remuneration fund in cooperation with the Department of Budget and Finance, administration of the reward fund; elaboration of analyses regarding employment and salary levels at the Ministry;
  13. analysis of training needs, development of training plans, organisation and documentation of training, preparation of reports;
  14. conducting permanent training for members of the Civil Service Corps based on individual professional development programmes;
  15. organisation of foreign apprenticeships;
  16. organisation of student internships and professional apprenticeships;
  17. keeping the register of powers of attorney with the exception of powers of attorney ad litem;
  18. preparation of documentation of distinctions and awards for employees of enterprises for which the Minister of Treasury is the founding body, and employees of companies in which the Treasury holds shares;
  19. planning the budget of the Social Benefits Fund in cooperation with the Department of Budget and Finance and supervision over the expenditure of the Funds resources, servicing the activities of the Social Matters Committee;
  20. cooperation with the unit relevant for the matters of defence in the scope of promoting senior executives ex officio or following a motion by the Ministry’s personnel;
  21. issuing, for the employees of liquidated state-owned enterprises for which the Minister of Treasury was the founding body, statements of employment and earnings;
  22. preparation of reports of execution of employment and remunerations in cooperation with the Department of Budget and Finance;
  23. preparing information, reports and analyses concerning employment, in particular for the purposes of senior executives and organisational units of the Ministry as well as the Chancellery of the Prime Minister.
