The tasks of the Department of European Integration and State Aid include:

1. coordination of preparation of the Ministry’s positions on draft bills and documents of the European Union (EU), the Organisation for Economic Cooperation and Development (OECD) and other international organisations;
2. cooperation with other units of the Ministry in preparing the employees to participate in working group meetings of the Council of the European Union, European Commission and OECD;
3. monitoring of implementation of the Ministry’s commitments, arising from the Poland’s membership in the EU, OECD and other international organisations, and informing Senior Executives of the Ministry about their implementation status;
4. coordination within the Ministry of the process of preparation and handling of Poland’s presidency in the Council of the European Union;
5. issuing opinions on legal act drafts prepared by the Ministry and other government documents for their compatibility with Poland’s international obligations, in particular with the EU law;
6. coordination of preparation of the Ministry’s position for meetings of the European Committee of the Council of Ministers in cooperation with relevant organisational units;
7. conducting matters pertaining to participation of the Ministry representative in the activities of the Committee for Export Insurance Policy (KUKE);
8. handling logistics in case of foreign visits of the Ministry Senior Executives and employees;
9. ensuring foreign language translations and interpretations for the Ministry;
10. handling and coordination of proceedings before the European Commission in the cases concerning state aid and transparency of financial relations between public administration bodies and state-owned enterprises, and in particular:
    
    a) preparation of documentation connected with notification of draft assistance projects and individual aid granted by the Minister;
    
    b) preparation of documentation connected with providing replies and explanations to queries lodged by the European Commission as regards pending proceedings;
    
    c) issuing opinions on and consulting with the European Commission about draft programs of state aid granted by the Minister;
11. coordination and preparation of the position of the Ministry on initiatives put forward by the European Commission in respect of the state aid;
12. coordination of fulfilment of tasks arising from the regulation on transparency of financial relations between public administration bodies and state-owned enterprises and financial transparency of certain entrepreneurs;
13. implementation of tasks connected with using of foreign aid funds by the Ministry, including bilateral aid and funds from international institutions and organisations;
14. implementation of tasks connected with granting, monitoring and reporting as regards state aid granted by the Minister and the entities supervised by him, and in particular:
    
    a) examination or issuing opinions submitted by entities applying for state aid granted by the Minister of Treasury, including:
    
    - applications for rescue or restructuring aid, submitted in accordance with the procedure and principles set forth in the ordinance of the Minister of Treasury on rescue and restructuring aid for entrepreneurs;
    
    - applications for aid in indirect or direct privatisation process pursuant to the ordinance of the Council of Ministers on public aid granted in the course of privatisation processes;
    
    - applications for cancellation, payment deferment or instalment payment of Treasury debt pursuant to the provisions of the Public Finance Act of 27 August 2009;
    
    b) elaboration of draft programs of state aid granted by the Minister of Treasury;
    
    c) implementation of requirements arising from the regulations on transparency of financial relations between public administration bodies and state-owned enterprises and financial transparency of certain entrepreneurs;
    
    d) providing opinions, with respect to compliance with state aid regulations, of legal actions pertaining to the disposal of Treasury assets, including their qualification to a category of state aid or support which does not constitute state aid, excluding share purchase agreements concluded as a result of public auctions and share purchase agreements, where the shares are sold that are listed on the securities market;
    
    e) coordination of the process of granting state aid by founding bodies of state enterprises pursuant to the ordinance of the Council of Ministers on state aid granted in the course of privatisation processes;
    
    f) informing about the deadline and place where applications for rescue or restructuring aid are accepted, its terms and conditions as well as required documents;
    
    g) preparation of draft contracts for granting of rescue or restructuring aid or draft annexes to such contracts;
    
    h) applying to the President of the Office for Competition and Consumer Protection for issuance of an opinion on draft aid programs and individual aid projects;
    
    i) elaboration of a financial plan and administering of the funds accumulated on the account of the special purpose fund under the name of the ‘Company Restructuring Fund’ (Fundusz Restrukturyzacji Przedsiębiorców);
    
    j) elaboration and forwarding to the Office for Competition and Consumer Protection and the European Commission of the report concerning the state aid granted by the Minister and the entities that he supervises;
    
    k) elaboration and forwarding to the Minister competent for public finance of the report concerning entrepreneurs arrears as regards payments due for the public finance sector;
    
    l) examination whether the state aid granted by the Minister is used correctly and effectively, and the execution of contracts for state aid in the scope of return of the granted state aid if it has been used contrary to its intended use or obtained as a result of furnishing incorrect data, including the preparation of relevant statements in this respect;
    
    m) proposing solutions on the subject of modification of the restructuring plan or taking steps aimed at requesting recovery of restructuring aid that was granted;
    
    n) gathering, processing and transfer of information concerning state aid granted by the Industrial Development Agency (Agencja Rozwoju Przemysłu S.A.) as regards the expenditure of public funds transferred by the Minister of Treasury;
    
    o) keeping the register of entrepreneurs applying for state aid and the register of entrepreneurs to whom the state aid was granted by the Minister of Treasury;
15. cooperation with the Central Statistical Office in the scope of the transfer of information regarding public debt, financial resources, proceeds from privatisation and the Company Restructuring Fund, with a view of submitting it to EUROSTAT;
16. performance of tasks pertaining to certificates issued by the Minister of Treasury, referred to in Article 16 of the Act of 1 July 2009 on softening the impact of economic crisis on employees and entrepreneurs (Journal of Laws No. 125, item 1035).
