The Department, against the companies of the Treasury indicated by the Minister as pursuing strategic projects, performs the following tasks within the scope of ownership supervision:

  1. exercising Treasury rights and performing its duties that arise from participation in commercial companies:
    a) exercising voting rights along with other corporate and property rights of a partner/shareholder,
    b) conducting activities that pertain to exercising rights and duties of a partner/shareholder, in particular related to appointment of members of companies’ corporate bodies, endorsement of financial statements, increase or decrease of the initial capital, redemption of shares, non-cash contribution of shares to another entity, division, merger, or transformation of companies,
    c) monitoring the economic and financial standing of companies,
  2. co-operation with Treasury representatives in supervisory boards;
  3. conducting periodical inventory of shares held by the Treasury in capital companies;
  4. evaluation of the rationale behind applications for granting state aid and applications for assistance considered non-public aid submitted by the supervised entities;

The tasks related to ownership supervision do not include the responsibilities entrusted to other organisational units.

The Department maintains databases on the supervised enterprises and companies, and prepares information concerning the economic and financial standing of the supervised entities according to the provisions set forth in a separate ordinances of the Minister.

The Department prepares systemic solutions in the area of ownership supervision over the above mentioned entities, in cooperation with the Department of Analyses.

The Department performs activities related to the coordination of strategic investment projects and directions of development pursued by the supervised entities, by:

  1. analysing market circumstances and investment needs in sectors where the supervised entities operate, in consideration of the national government documents and the requirements of the European Union;
  2. drafting recommendations for the Ministry Management on the expected directions of development, as well as range and timing of investments in sectors where the supervised entities operate;
  3. performing activities to harmonize business strategies and plans of the supervised entities, in consideration of the recommended directions of development and investment projects;
  4. supervising implementation of the recommended directions of development by the supervised entities;
  5. monitoring and analysing the progress in implementation of the recommended investment projects in accordance with the established schedules.

The Department coordinates and performs the tasks of the Minister under the Act of 24 April 2009 on investments in the scope of LNG Regasification Terminal in Świnoujście (Journal of Laws No. 84, item 700, as amended).

The Department coordinates and performs the tasks of the Minister under the Act of 18 March 2010 on special authority of the minister responsible for matters pertaining to the Treasury and exercising powers in certain capital companies or capital groups operating in the sectors of electricity, oil and gaseous fuels (Journal of Laws No. 65, item 404).

The Department coordinates and exercises the Minister’s tasks relating to implementation of the government's nuclear power program in the framework of investments in nuclear facilities.
