Born March 12, 1963 in Busko – Zdrój.

Mr. Borowiec graduated from:

  • Warsaw University, Management Department - 2002

  • Gdynia Maritime University, Navigation Department - 1987

Appointed civil servant.

In the years 1987 – 1994, Mr. Borowiec worked as a deck officer for Polish and foreign shipping companies in the merchant marine.

Between April 1997 and June 1998 he was Deputy Director at the Office for Gratuitous Distribution of Shares at the Ministry of the Treasury.
The main task of the Office was to prepare and implement the process of gratuitous transfer of shares to entitled employees of several hundred privatised companies.

In the years 1998 – 2001, Mr. Borowiec was General Director at the Energy Regulatory Office.

Since August 2001, he was Director of the Internal Finance Department at the Ministry of Finance. The main tasks comprised planning and supervision of implementation of the Ministry of Finance and its subordinate units, inter alia supervision over expenditure for construction investment and organisation of the public procurement system.

Member of the Supervisory Board at WSK “Rzeszów” aviation company (1998) and PKP SKM Szybka Kolej Miejska w Trójmieście fast commuter trains company (since 2002).

Mr. Borowiec completed a number of domestic and overseas apprenticeships. He also completed numerous courses and training sessions, receiving certificates such as Internal Auditor Certificate ( 2005), NATO security clearance NATO secret (2002 ), course on institutional and economic reform of the electric energy sector (Power Sector Reform – USAID, USA – 1999) and a training course on project management (PRINCE2 – 2006).

Mr. Borowiec is fluent in English.

Since December 12, 2007 - acting General Director of the Ministry of the Treasury.
