NewsCouncil of Ministers speeds up privatisation processThe Council of Ministers has adopted a resolution on updating the “Privatisation Plan for the years 2008-2011”. The main objectives of the document are based on the proposals prepared by the Ministry of Treasury and submitted to the Standing Committee of the Council of Ministers on 22 July 2009. The privatisation will help many State Treasury-owned companies to overcome the difficult economic situation resulting from the current economic crisis and enable them to develop on the competitive market.The privatisation income will considerably support the state budget in the years 2009-2010. The income from the privatisation of key companies during the next 18 months (second half of 2009 and 2010) are to amount to approx. PLN 36.7 billion, with approx. PLN 11.67 billion in the second half of 2009 and approx. PLN 25 billion in 2010. The update mainly concerns the entities from the financial, power, chemistry and petroleum industries. At the same time, the Council of Ministers has decided that the State Treasury will retain the full control and corporate governance in the key entities: KGHM, Tauron, Lotos and PGE. A detailed list of companies earmarked for privatisation in the years 2009 and 2010 is available in the Chancellery of the Prime Minister press release of 11 August 2009.
“The Privatisation Programme for the years 2008-2011” of 22 April 2008 included 740 companies. In February 2009 the list of companies was extended to 802. Despite the global financial crisis, for more than one and a half years under the present government there has been a considerable acceleration in the privatisation process in Poland and increase in the budget income. From 22 April 2008 to 31 July 2009 the privatisation process of 155 companies was completed, including 9 companies handed over to local government bodies. The public offerings of Zakłady Azotowe w Tarnowie, Enea and LW Bogdanka were successfully carried out. As of 31 July 2009, in various advanced stages there were 433 privatisation projects envisaged in the “Privatisation Plan for the years 2008–2011”. Among the projects underway:
· 96 companies are in the stage of preparing for privatisation,
· in case of 126 companies the selection of privatisation adviser is in progress,
· for 88 entities pre-privatisation studies are being carried out,
· in 123 projects the process of searching for investor has begun.
By 31 June 2009 the present year’s privatisation income reached PLN 3.2 billion, which constituted nearly 27% of the plan.
