Mr. Zdzisław Gawlik was born on September 12, 1960 in the town of Dębica.

He graduated from the Law and Administration Department at the Rzeszów Branch of the Maria Curie – Skłodowska University in Lublin.

Mr. Gawlik holds a PhD in Law awarded, in 1991, by the Faculty Council of the Law and Administration Department at the Maria Curie – Skłodowska University in Lublin). Since June 14, 2006, Mr. Gawlik has held a Post-Doctoral Degree in Law. Since October 1, 2006, Associate Professor at the Higher School of Administration and Management in Przemyśl. Since February 1, 2007 has been Associate Professor at the Department of Commercial Law at the Maria Curie – Skłodowska University in Lublin.

In the years 1984 – 1991, Mr. Gawlik was Junior Lecturer at the Judicial Law Unit of the Rzeszów Branch of the Maria Curie – Skłodowska University in Lublin.

From 1991 he was Main Specialist at the Regional Office of the Ministry of the Treasury in Rzeszów.

Between February 1, 1999 until June 30, 2007 – Director of the Regional Office of the Ministry of the Treasury in Rzeszów.

From 1993 (at different periods of time) member of Supervisory Boards in the following entities: PBO Zamość S.A., Polifarb Dębica S.A., MSC Zamość S.A., HTS Kraków S.A. ZTK Teofilów S.A., Instal Rzeszów S.A., V NFI Victoria S.A., CEFARM Rzeszów S.A.

Author of books and over 50 scientific publications from the field of private law, including in the area of privatisation. Mr. Gawlik’s books include such titles as: Privatisation of state enterprises which are of special importance for the economy of the State. Privatisation of daughter companies (collaboration with Barbara Litak-Zarębska), Zielona Góra 1996; Giving of an enterprise to be used for a consideration in order to privatise, Przemyśl 2005.

Since November 21, 2007 - Under-Secretary of State at the Ministry of the Treasury.
