In October 2005, in accordance with the regulation No. 41 of the Minister of Treasury, the second edition of Principles of Corporate Supervision over Companies with State Treasury Shareholding was introduced.

The changing regulatory framework and the results of inspection by the Supreme Chamber of Control in reference to the corporate supervision performed by the Minister of Treasury, gave impetus to publish a new edition of Principles of Corporate Supervision over Companies with State Treasury Shareholding. This project is intended to update and complement the document and to remove any non-compliance with current laws.

While implementing the provisions of the document, the Ministry of Treasury collected comments, observations and suggestions from bodies managing and supervising commercial entities with State Treasury shareholding in order to further improve, streamline and increase the effectiveness of corporate supervision.

Principles of Corporate Supervision over Companies with State Treasury Shareholding form a document which is an expression of expectations of state authority, legally responsible for protecting the interests of the Treasury, in reference to supervision carried out by organizational units and natural persons involved in matters related to the activity of companies with the State Treasury shareholding and of the Treasury acting as the shareholder. This document should not be regarded as a normative act of government administration (the law does not empower the Minister of Treasury to issue such an act), but as a standard-forming document. On its basis, the government bodies or public entities can develop own solutions within their jurisdiction, taking into account the specificities of the supervised entities.
