Tasks

  1. The department performs tasks referred to in items 1.5 - 1.8 and items 2 and 3 of the specification of tasks of the Department of Ownership Supervision, towards companies with the State Treasury shareholding indicated by the Minister in a separate ordinance. 

  2. The department prepares systemic solutions in the scope of ownership supervision over entities defined in item 1 , in cooperation with the Department of Strategic Management and Development.

  3. The department performs tasks aimed at coordination of strategic investment projects and development directions implemented by the supervised entities, inter alia, through:

    1. analysing market circumstances and investment needs in sectors where the supervised entities operate, taking into consideration documents developed by the Department of Strategic Management and Development, i.e. opinions on projects, events and changes of potential impact on the conducted ownership policy or State Treasury interests prepared in economic and financial terms;

    2. development of recommendations for the needs of the Ministry’s Management concerning the expected development directions as well as scopes and deadlines of investment implementation in sectors where the supervised entities operate;

    3. implementation of tasks aimed at harmonisation of the strategy and plans of economic activity of the supervised entities, including, through incorporation of recommended development directions and investment projects;

    4. supervising the implementation of recommended development directions by the supervised entities;

    5. monitoring and analysis of progress in implementation of the recommended investment projects in accordance with the accepted schedules.

  4. The department performs the Minister’s tasks arising from the Act of 26 June 2014 on certain agreements concluded in connection with execution of contracts of basic importance for the state security (Journal of Laws of 2014 item 932).

  5. The department performs the Minister’s tasks arising from the Act of 10 July 2015 on the Military Property Agency (Journal of Laws of 2015 items 1322 and 1830).

  6. The department performs the Minister’s tasks for the benefit of state security and defence and crisis management, arising, in particular from:

    1. the Act of 21 November 1967 concerning the common defence obligation of the Republic of Poland (Journal of Laws of 2015 items 827, 1224, 1830 and 2281);

    2. the Act of 26 April 2007 on crisis management (Journal of Laws of 2013 items 1166 and 1485);

    3. the Act of 23 August 2001 on organising tasks for the benefit of state defence implemented by entrepreneurs (Journal of Laws no 122 item 1320 and of 2012 no 188 item 1571);

    4. the Act of 22 August 1997 on the protection of persons and property (Journal of Laws of 2014 item 1099, of 2015 item 1505 and of 2016 item 65);

    5. the Act of 25 September 1981 on state-owned enterprises (Journal of Laws of 2013 item 1384 and of 2015 item 1322);

    6. the Act of 29 August 2002 on the martial law and on the competence of the Chief of Staff of the Armed Forces and rules of his reporting to the constitutional bodies of the Republic of Poland (Journal of Laws of 2014 item 1815 and of 2015 items 529 and 2281).
